I remember seeing a guy on a recumbent bicycle which had a plasticky enclosure around it. Not hard plastic - the clear and thin flexible stuff. With decent ventilation it would at least keep the rain out.
I just returned from a week in Paris. It rained five of those days, from a bit to a lot at a time. The Parisians still bike commute around with ponchos that go over the handlebars (kinda like a wearable umbrella) and a good set of fenders. The motorcycles have a similar thing that covers your legs and lap essentially with a poncho on top. That and a good set of fenders and I think they're all good. Then if the weather goes really awful, just take transit.
Why do the bubble thing? Seems fragile and like a pain in the ass to park in a bike rack. And knowing how cargo goes on a bike it sounds like an unholy terror to securely attach - especially with the Demolition Man inspired weirdness going on with inexpensive commuter ebikes.
I'd guess half the commuter cars there were electric and I even saw the odd fuel cell Toyota Mirai.
If we are lucky we (North Americans) will be where they are now in 10 years.
